Donald Paragon, Esq., age 88 of New Rochelle, NY passed away on the 31st of March, 2016. He is survived by his second wife, Hideko Tani Paragon of Tokyo, Japan and his seven beloved children by the late Margaret Lane Paragon; Margaret Pinelli, Pamela Paragon, Mark Paragon, Mary Paragon, Daniel Paragon, Constance Jane Paragon, George Paragon and his step-son, Luke Tani; four grandchildren; Gilbert Chanza, Christine Souffront Piracci, Brittany Cuzzi and Kelly Paragon; three great grandchildren; Emma Piracci age 12, Connor Piracci age 10 and Dominick Cuzzi age 4 months.
Mr. Paragon is preceded in death by his two brothers, Anthony Paragon of Clendenin, WV and Louis Paragon of Denver, Colorado and his sister, Anne Haverty of Hartsdale, NY. Mr. Paragon was born on May 17, 1927 in Bronx, NY to his parents Rose and Mark Paragon.
Mr. Paragon graduated from Iona College and Columbia University with a Master’s Degree in Chinese language, history and culture. He completed his Law Degree and J.D. at Brooklyn College. He was a member of The New York State Bar, American Bar Association and admitted to practice in the courts of New York and various Federal Courts and agencies, including The Court of International Trade and The Supreme Court of the United States.
Mr. Paragon was considered a “pioneer” among the Asian population in New York City’s Chinatown. He primarily served Chinese people for over fifty years with immigration and naturalization processes.
In 1986 Mr. Paragon became the first American lawyer approved by the Ministry of Justice to work as a foreign legal expert in Beijing’s Foreign Economic Law Office and American Law and practice in 1987. In 1988 Paragon International Consulting Service, LTD in Beijing, China was established and he served as the Chief China Representative to assist companies to develop and realize business opportunities. His area of legal specialization included drafting and negotiating joint ventures representing foreign clients in various business transactions with China, dispute resolution and representing Chinese and foreign clients in litigation.
Mr. Paragon’s extensive experience in China includes being the first foreign lawyer approved by the Shanghai Peoples’ Government to work as a Foreign Legal Consultant in a Shanghai law firm. Mr. Paragon was fluent in Chinese. As a scholar of U.S. law and politics, he lectured to Chinese lawyers and students on American law and the American legal system.
Visiting hours will be on Sunday April 3rd between the hours of 2-4 & 6-9pm at Lloyd Maxcy & Sons Beauchamp Chapel Inc. 16 Shea Pl. New Rochelle, NY 10805. The funeral Mass is scheduled for Monday April 4th at 10:30am at Holy Family Church. Interment will follow at Gate of Heaven Cemetery.
